Navigation through the Government bureaucracy can be confusing and quite intimidating. Those firms or individuals unfamiliar with the red tape required to propose and execute a contract are destined for failure without the knowledge of the inner workings. Three recent firms were "Terminated For Cause (or Convenience)" because they were unable to get through the pre-construction phase after award. They were unaware of the "unwritten" requirements of how to provide material submittals, work plans, schedules, site personnel qualifications, and the like. The Government expects contractors to be ready to go and they don't have time to train struggling firms. So a vicious cycle of disapprovals ensues delaying the project, issuance of letters of concern from the contracting officer, and termination.
WTH-POL Consulting can provide the knowledge, training, and technical support needed to circumvent the obstacles thrown in your path. We help to ensure that projects are completed without delay, within budget, and of the highest quality. This ensures higher ratings on Contractor Performance Assessment Reporting System (CPARS) which is necessary to be selected for future awards.
Time is money! The time saved by utilizing the services of WTH-POL Consulting is similar to an investment earning compound interest. Not only do we assist your firm to reach their goals, it also saves the Government much time and anguish; therefore, benefitting the taxpayer. It's win-win-win for everyone!
Empower firms with military petroleum management and operational expertise through training, consultation, and project support. Bridging the gap between contractors and government agencies for successful outcomes.
Assist firms in providing safe, compliant, and operational fuel systems to the Government on budget, on time, and with a focus on quality to ensure the warfighter has the ability to meet military objectives.
With 44-years of military petroleum experience, Bob Fruth implemented this consulting service based on a need he identified while working for the past 10-years at the Air Force Civil Engineer Center (AFCEC). Everyone needs a little help occasionally, especially firms unfamiliar working with the AFCEC, NAVFAC, and USACE. Truly competent construction contractors were miserably failing and terminated primarily because of paperwork requirements.
Bob served as a contractor to the AFCEC as Senior Project and Construction Manager. He provided design and construction technical advisory and assistance services (A&AS) to the Government as the Fuels Design and Construction Subject Matter Expert (SME). He managed 20 multimillion dollar construction projects simultaneously with a total value of $48M for the DLA SRM program, all in various stages of execution.
For the past 1.5 years, Bob served as the team lead for the Title II & Designer of Record Inspection Program. He was responsible for the oversight of the inspection program stateside and overseas. He maintained and executed 13 A&E contracts including modifications, and invoicing. He oversaw four personnel with an annual workflow throughput of 2,700 document reviews, management of 11 fulltime onsite inspectors, and coordinated 95 inspector site visits around the globe.
At WTH-POL Consulting, our mission is to provide our clients with the highest quality construction management services while maintaining the highest level of integrity, professionalism, and safety in order for their company to shine. Your success is our success!
